Public libraries: access and accountability 1
Debates about public libraries often treat efficiency and inclusion as competing goals. A proposal to extend evening hours could benefit working learners, especially people poorly served by existing arrangements. Yet good intentions do not remove the risk of staffing costs. The sensible response is not to abandon the proposal, but to test its assumptions in public. Using a three-month pilot would reveal who benefits, what the change costs, and whether unexpected burdens emerge. Evidence should guide revision rather than serve as decoration for a decision already made. Institutions earn trust when they explain both success and failure, compare results with a clear baseline, and change course when the promised benefit does not appear. A limited experiment can therefore be more ambitious than a sweeping announcement: it creates a disciplined route from a plausible idea to a durable policy.
